LOA:
“Length Overall” means the overall length as measured from the forward most part of the stem, including booms, spars, gins or
any fixed extensions, to the aftermost part of the stern of the vessel including the swim steps, outdrives or any fixed extensions.
(LOA
is generally more than the waterline length of the vessel.)
RESERVED
MOORING:
Reserved mooring means having a specific assigned stall the use of which, after payment of reserved mooring fees, takes
precedence over the use of the stall by any other vessel. Reserved stalls are leased on an annual basis, October 1 to September
30
of the following year.
The reserved stall is personal to the individual named as owner or operator on the moorage agreement. The stall is reserved
only with respect to the vessel indicated on the moorage agreement. If the vessel is not in the reserved stall, the harbormaster
may, at his discretion assign a transient vessel to the reserved stall. The Harbormaster’s Office has sole control of the assignment,
transfer
and use of the individual stalls. (A
valid reserved stall user cannot “loan” his stall to someone else or
“let him use it.”)
TRANSIENT
MOORAGE:
Transient means any vessel using mooring space on a temporary basis or which does not have a specific reserved mooring space.

Transient vessels parked in a Reserved Stall without prior approval of Harbormaster’s Office are subject to a minimum $66.00
tow fee if the Harbormaster is required to clear the stall for the Reserved Stall Holder. Owners of transient status vessels should
never moor their vessels in a Reserved Stall without prior approval from the Harbormaster’s Office. Areas marked for transient
vessel
use are “first come, first served” and “rafting out” is generally
necessary.
CHARGES:
Mooring charges shall commence when a vessel is made fast to a wharf, pier or other facility, or when a vessel is moored to
another vessel so berthed (rafting). Charges shall continue until such vessel is completely free from and has vacated the port and
harbor
facilities.
Inventory

Mooring charges shall be calculated on the overall length of the vessel (LOA), or in the case of a reserved stall, the length of the
stall assigned, whichever is greater. Vessels that properly register and pay in advance may deduct five dollars per day from the
daily rate or fifty cents per foot from the monthly rate. Copies of the Port and Harbor rates and tariff are available at the
Harbormaster’s
Office. (Rates and the tariff are
also available at http://port.ci.homer.ak.us).
Upon paying moorage, a sticker will be issued noting the boat identification (name and numbers), type of moorage paid and an
expiration date. The date on the sticker indicates when the moorage has expired. If the boat is inventoried in the harbor on or
after this expiration date shown on the sticker, a new moorage period will commence and moorage will be charged from that new
inventory
date forward.
LOAD
Vessels launched at the Load and Launch Ramp shall be charged $12.00 per day for use of the Ramp. A seasonal permit is
available at the Harbormaster’s Office for $125.00 entitling a specific vessel and owner to launch from April 1 through October
15. (Reserved Tenants are exempt for the boat assigned to and registered to the stall only, not for other boats owned by the same
individual.)
VEHICLE
PARKING:
Free parking is available up to seven days in designated areas. Paid parking lots are found above Ramps 1, 2, 3 and 4 and are
available
for $5.00 per calendar day beginning Memorial Day thru Labor Day.

COVERAGE:
